- THE DURBAN CHAMBER OF COMMERCE AND INDUSTRY NPC WELCOMES THE RELEASE OF THE DURBAN BUSINESS CONFIDENCE INDEX REPORT FOR QUARTER 4 2025
The Durban Chamber of Commerce and Industry NPC welcomes the release of the Q4 2025 Durban Business Confidence Index (DBCI) Report. The DBCI increased to 63.38 index points in quarter 4, marking it the highest since its inception. As organised business, we believe the findings provide a true reflection of the mood of the business community in Durban. This shift reflects the growing confidence in Durban’s economy; however, the need to sustain this confidence remains significant. The Durban Chamber of Commerce and Industry NPC commends the municipality for its efforts in creating a safe, vibrant, and inclusive festive season. Both businesses and tourists observed a positive shift in the City’s narrative, which was reflected not only in increased confidence but also in the rise in occupancy rates to 77%. Furthermore, strong safety and security measures were implemented, during the season. Our beaches remained clean and safe, welcoming 6.8 million visitors. The City’s efforts did not go unnoticed, hence the change in mood and business sentiment. Businesses are recognizing the municipality’s commitment to service delivery, which is evident in both the report and the change in overall mood and confidence. The report illustrated that business confidence increased across all industries. Manufacturing rose by 15.85%, electricity, gas, and water by 11.01%, financial services by 26.38%, transport, storage, and communication by 24.72%, wholesale and retail trade by 3.14%, and community, social, and personal services by 25.86%. Despite prevailing trade restrictions, factors such as the easing of macroeconomic conditions, festive season demand, and improved operating environments contributed to the increase in confidence in the sectors above. Furthermore, the Quarter 4 report revealed that 66.67% of respondents indicated that, when lodging a complaint regarding poor service, it was unlikely to be resolved in a timely manner, an improvement from 80% in Quarter 3 of 2025. Whilst we acknowledge this progress, the Durban Chamber of Commerce and Industry NPC believes that structural issues such as infrastructure, security, and basic service delivery must be addressed to further strengthen business confidence. From the above, it is evident that when service delivery improves, confidence improves. As organised business, we further believe that the municipality should leverage this data to drive meaningful economic reforms, encourage investment, and bridge the trust deficit between the private and public sectors. As organised business, we need to focus on the following areas to promote economic growth and furtherincrease confidence in Durban: A: 101 Isaiah Ntshangase Road, Durban 4001 | P.O BOX 1506, Durban 4001, KwaZulu-Natal, South Africa | Reg. - Proposed Increase to Merger Notification Thresholds - Cox Yeats
The Minister of Trade, Industry and Competition has published draft amendments to the Determination of Merger Thresholds under section 11 of the Competition Act, which envision an increase in merger notification thresholds and merger filing fees. The method for calculating turnover and asset values remains unchanged. Under the draft amendments, an intermediate merger will be notifiable only if the combined annual turnover or asset value of the acquiring and target firms in, into or from South Africa is R1 billion or more, and the annual turnover or asset value of the target firm is R175 million or more, increased from the current thresholds of R600 million and R100 million respectively. A large merger will be triggered where the combined annual turnover or asset value of the parties is R9.5 billion or more, and the target firm’s turnover or asset value is R280 million or more, increased from the current R6.6 billion and R190 million thresholds. Transactions falling below the intermediate thresholds will remain classified as small mergers and will not be subject to mandatory notification, subject to the Competition Commission’s existing call-in powers. The draft also proposes increased filing fees. The fee for notifying an intermediate merger would rise to R220 000 from R165 000, and R735 000 from R550 000 for notifying a large merger. While fewer transactions are likely to require notification if the revised thresholds are adopted, the cost of notification for those that do will be materially higher. From a market perspective, the combined effect of higher thresholds and higher filing fees is likely to shift deal activity at the margins. Mid-market transactions that previously required clearance may proceed without regulatory delay, while larger transactions will face increased upfront costs that may influence transaction timing, structuring and allocation of risk between parties. The draft amendments are open for public comment for 30 business days from the date of publication.
- APPROVAL OF THE ETHEKWINI MUNICIPALITY DEVELOPMENT AND SERVICE DELIVERY PARTNERING POLICY FRAMEWORK - Durban Chamber of Commerce and Industry
T he Durban Chamber of Commerce and Industry NPC welcomes the approval of the eThekwini Municipality Development and Service Delivery Partnering Policy Framework by Council, in 2025. The policy framework has been a long-standing deliverable within the Presidential eThekwini Working Group. Following consultation with the City and private sector, a coordinated framework was needed to formalise partnerships between the public and private sector to mobilise private sector capital, improve efficiency and leverage resources in a more effective manner to address service delivery challenges. In recent years, Durban has faced significant service delivery challenges with constrained budgets, resulting in an urgent need for private sector support. The success of its implementation will depend on accountability, transparency and strategic decision making from both Private and Public sector stakeholders. As we look ahead at 2026 plans / deliverables, approval of this framework will serve as a bridge that closes the gap between Private and Public stakeholders. In the initial phase of the policy framework, we encourage eThekwini Municipality to fast-track priority and high impact infrastructure projects. As we look at the year ahead, we would like to see the development of public-private partnerships supported by the Development and Service Delivery Partnering Policy Framework, in addressing high impact projects. As organised business, we believe to measure the effectiveness of a policy it needs to be implemented according to its purpose. Private sector remains readily available to partner with eThekwini by mobilising private sector capital and improving the use of available resources in a more efficient and effective manner. Together we can work towards common goal, to be in business for a better world, by creating an enabling environment for businesses to thrive. We look forward to the collaborative work ahead as the business community of eThekwini.

- Durban 2026: Why This City Belongs in the World’s Top Travel Destinations - South African Tourism
When Time Out released its Best Places to Travel in 2026 list, it featured the globe’s most exciting spots, from the Canadian Rockies’ spa-centred wilderness to Rabat’s cultural renaissance and Brazil’s sun-soaked beach towns. Amid these stunning global choices, Durban, South Africa’s coastal crown jewel, earned a well-deserved 14th place. That’s no small feat and it’s a sign that this vibrant city is finally stepping into the international spotlight. So why should Durban be on your travel wishlist this year? Here’s the case for this warm-hearted city. 1. Warm Water, Warm Weather, and Warm Welcome Durban’s sub-tropical climate is the kind of place where winter is a myth and summer feels eternal. The Indian Ocean laps the golden sand beaches with consistently balmy water, making swimming, surfing, and beach strolls a year-round delight. Something that Time Out editors specifically highlight as part of Durban’s irresistible charm. Whether you’re sipping a cold drink on the sunlit Golden Mile or catching waves at Dairy Beach, the city’s seaside vibe is effortlessly relaxing and deeply energizing. 2. A Melting Pot of Culture and Cuisine Durban is where global flavours and local traditions mix into something unforgettable. Thanks to one of the largest Indian communities outside the subcontinent, Durban plates are rich with spice and soul from mouth-watering curry to its iconic bunny chow. Beyond food, the city is steeped in history and culture. You can explore Phoenix Settlement, where Mahatma Gandhi lived and worked, or browse vibrant local art and markets that reflect the city’s rich African and Indian heritage. 3. Adventure and Natural Beauty on Your Doorstep Durban isn’t just a beach town; it’s a gateway to diverse landscapes and experiences: Big 5 safari adventures await just a road trip away in places like Hluhluwe-iMfolozi and iSimangaliso Wetland Park. Drakensberg’s towering peaks call hikers and nature lovers to paths that rival any in the world. The Midlands Meander is a scenic route of art, craft, farms, and local produce that offers a slow-travel experience that connects deeply with the region’s roots. You get both beach days and wilderness thrills in one trip and that’s rare among global destinations. 4. Fresh Global Attention & New Experiences for 2026 2026 is shaping up to be Durban’s moment. One of the year’s most anticipated tourism additions is the new Club Med ‘Beach and Safari’ resort, set to open along the coast. This innovative concept blends oceanic bliss with safari adventure; the perfect metaphor for what Durban offers as a destination. As more visitors discover this vibrant port city, Durban’s unique blend of culture, nature, and laid-back community spirit keeps it from feeling overcrowded or overrun, even as its global profile rises. 5. Friendly Locals & A Laid-Back Atmosphere Durban is consistently praised for its genuine warmth and hospitality. It’s the kind of place where you’re just as likely to strike up a conversation on the beach as you are in a café. Visitors often leave feeling like they’ve had a real connection with the place and its people and that transforms a vacation into an experience. In Conclusion: A Destination for Every Traveller Durban has something for pretty much everyone: Beach lovers will adore the warm seas and surf. Foodies will revel in bold flavours and cultural fusion. Adventure seekers get wildlife, mountains, and reefs. Culture buffs find history, art, and heritage in every corner. In a year where travellers are seeking experiences with heart and depth, Durban ticks all the boxes and more. It’s time the rest of the world caught on to what South Africans have long known: this city is magic. https://www.timeout.com/travel/best-travel-destinations-2026

- Smart HR solutions that support compliance today and sustainable growth tomorrow. - MGM HR Services
In South Africa’s dynamic business environment, achieving compliance is no longer a peripheral task, it’s central to long-term success. From Broad- Based Black Economic Empowerment (B-BBEE) and Employment Equity to Skills Development and Human Resource (HR) governance, companies are under growing pressure to meet both legislative requirements and transformation expectations. At the forefront of helping businesses navigate this landscape is MGM HR Services, a Durban-based consultancy founded by Michelle Isaac, an industry expert with years of experience in strategic HR, compliance, and transformation. Rather than offering quick fixes, MGM HR positions itself as a long-term partner, working alongside clients to implement tailored strategies that not only ensure compliance but unlock operational and reputational value. From Compliance to Competitive Advantage MGM HR Services delivers a comprehensive suite of services across several interrelated areas: B-BBEE strategy and audit management, Employment Equity compliance, Skills Development facilitation, projectmanagement, payroll services, and core HR operations. Their central message to clients is clear: compliance is an opportunity, not an obstacle. By approaching transformation holistically, MGM helps companies meet their legal responsibilities while enhancing internal capacity, performance, and competitiveness. This approach is especially critical for industries under close regulatory scrutiny, including construction, ICT, finance, mining, transport, and state-owned enterprises, where non-compliance can lead to disqualification from tenders and supply chain opportunities. Five Pillars of Transformation MGM’s success lies in its ability to combine legislative insight with operational execution across five primary service areas: 1. B-BBEE Strategy & Scorecard Management MGM provides end-to-end support for BEE compliance, helping businesses interpret the codes, plan for strategic scorecard improvement, and manage the full audit process. They offer guidance on ownership structures, procurement strategies, enterprise and supplier development (ESD), and socio-economic initiatives. Rather than treating BEE as a standalone task, MGM integrates it with broader business goalspositioning companies as credible transformation agents in their industries. 2. Employment Equity Compliance MGM supports organisations through the entire EE process, from forming committees and drafting equity plans to conducting consultations and submitting mandatory reports. Their services reduce the risk of penalties and ensure companies are prepared for Department of Labour reviews and inspections. 3. Skills Development and SETA Submissions Skills development is both a legislative requirement and a powerful tool for improving workforce productivity. As a qualified Skills Development Facilitator (SDF), MGM assists with workplace skills plans (WSPs), annual training reports (ATRs), and SARS-linked tax incentives. These services not only help businesses meet compliance criteria but also secure funding and rebates that offset training costs. 4. Transformation Project Management What sets MGM apart is its capacity to implement compliance strategies on the ground. Their project management services ensure that employment equity, BEE, and skills development initiatives are rolled out systematically, tracked accurately, and aligned with the company’s transformation roadmap. This hands-on delivery model brings structure, accountability, and momentum to what can otherwise become stalled internal initiatives. 5. HR Operations and Payroll Management MGM also provides support in areas often neglected when discussing transformation such as payroll compliance, job profiling, performance management, and HR system setup. By strengthening the operational backbone of the business, MGM enables clients to maintain compliance over the long term and streamline their internal processes. Tailored Services for Targeted Outcomes MGM HR’s client base ranges from medium-sized enterprises to large corporations and public sector entities. While the compliance goals are often similar, each client’s path to achieving them is unique. MGM’s team prides itself on designing custom solutions that reflect sectorspecific regulations, organisational structures, and workforce dynamics. Whether facilitating B-BBEE compliance via skills development initiatives, YES4YOUTH programmes, advising ESD panels or structuring workforces for billion rand revenue entities, MGM adapts its tools to deliver outcomes that are practical, measurable, and sustainable. Building Internal Capability A defining feature of MGM’s methodology is empowerment. The company goes beyond service delivery to train internal teams, upskill HR staff, and guide leadership through compliance updates. By doing so, MGM enables businesses to take increasing ownership of their compliance journey, ensuring that transformation is not just enforced but embedded. Why It Matters Now With shifting legislation, evolving scorecard targets, and growing public awareness around transformation, South African businesses can no longer afford a reactive approach. Proactive compliance and strategic transformation require expert guidance, consistent implementation, and ongoing adaptation. MGM HR Services offers just that: a blend of technical insight, operational capacity, and industry awareness that positions businesses for long-term compliance and growth.
